Maryland decided that it would run its own state health insurance exchange. The Maryland Health Benefit Exchange is a quasi-governmental agency which partners with private insurers as well as the Department of Health and Mental Hygiene, Maryland Insurance Administration, and Department of Human Resources. The Maryland state government and partners starting in 2014 will be charged with implementing and running the Maryland health insurance exchange.
Under Affordable Care Act regulations non-grandfathered individual and small group health plans must meet a set of criteria or “essential health benefits” (EHB). These benefits include maternity and newborn care, mental health, prescription drug coverage, emergency and ambulatory services, and more. Maryland recommended an EHB plan to the federal government. The plan is a HMO and health savings account plan which features habilitative services as a state benchmark to its EHB.
The Maryland health insurance exchange is a state-run exchange called the Maryland Health Benefit Exchange. It chose a HMO and health savings account plan as its essential health benefits benchmark.
