Florida decided not to run its own exchange but default to the federal health exchange. Florida Governor Rick Scott returned the $1 million exchange grant back to the federal government. The federal government starting in 2014 will be charged with implementing and running the Florida health insurance exchange.
The Affordable Care Act requires that certain essential health benefits are met by any non-grandfathered individual or small-group plans. These benefits as they currently stand are emergency and ambulatory services, maternity and newborn care, hospitalization, prescription drugs, mental health and more.Florida did not submit a recommendation for a benchmark EHB and thus there EHB plan will be based off the largest small-group plan in the state.
Florida has defaulted to a federally-run healthcare exchange. Because Florida did not submit a benchmark recommendation plan for essential health benefits, the state will default to the largest small group plan in Florida.
